"Reservation" to be or not to be an Open Debate

Our Social structure is cunningly set up in such a way that a small group of people is able to exploit the resource of a large mass of population.
Unfortunately the victims were taught to obey happily.
 But now they refuse to be so.
 They want to have their reasonable share.
They are asking for opportunity.
But the people are ready to offer fish but not ready to teach fishing.
So Let the under privileged get their due share of opportunity.
